Digi-Sign Certification Services Limited has taken over from Tradelink Electronic Commerce Limited the function as a Certification Authority to provide services relating to the issuance of digital certificates in the Hong Kong Special Administrative Region. Digi-Sign establishes its service framework consistent with the provisions of the Electronic Transactions Ordinance (Cap. 553) applicable to a recognized certification authority. The standard of practices adopted by Digi-Sign is in compliance with the Code of Practices for Recognized Certification Authority published by the Government Chief Information Officer ("GCIO") of the Government of the HKSAR.
 
The company was incorporated in the Hong Kong SAR in October 2000, and it is a wholly owned subsidiary of Tradelink Electronic Commerce Limited. Digi-Sign's mission is to service its customers, business partners, the Government of the HKSAR and the business community, contributing to their endeavours and success through proactive participation in secure electronic commerce.
 
As a Recognized Certification Authority undertaking a "trusted role", Digi-Sign aims to carry out its certification services operation with efficiency, impartiality and integrity. We are committed to observing the established standard of behaviour governed by a Code of Ethics and Conduct.
 
Digi-Sign publishes Certification Practice Statements, setting out the practices to register subscribers, verify the subscriber applications, manage and control the processing of digital certificate issuance, acceptance of the certificates by the subscribers, suspension and revocation of the certificates.

Chairman - Mr. Wu Wai Chung, Michael
 

Mr. WU Wai Chung, Michael was appointed as Chairman of Digi-Sign Certification Services Limited on 1 November 2009. Mr. Wu is an Executive Director and CEO-designate of Digi-Sign's parent company Tradelink Electronic Commerce Limited and he will take the full CEO role of Tradelink Electronic Commerce Limited from 1 January 2010. He has served as an Independent Non-executive Director of Tradelink from 2 September 2008 to 13 July 2009. Mr. Wu graduated from The University of Hong Kong with a bachelor's degree in laws in 1972. Upon graduation, he joined the then Government of Hong Kong and served as its Trade Officer and subsequently Administrative Officer until 1989. Afterwards Mr. Wu served in the Securities and Futures Commission as Director (Intermediaries Division) from 1989 to 1992, Executive Director (Intermediaries Division, comprising the Licensing and Intermediaries Supervision Departments) from 1992 to 1994, and Deputy Chairman, Chief Operating Officer and Executive Director of Intermediaries Supervision Departments from 1995 to 1997. In 1999, Mr. Wu joined the China Securities Regulatory Commission ("CSRC") and acted as its Advisor until 2001. From April 2001 to July 2002, he served as a commissioner of the Strategy & Development Committee of CSRC and the Deputy Chairman of the Shanghai Stock Exchange. He subsequently joined SW Kingsway Capital Holdings Limited and acted as its Chairman (China Region) until June 2004. Mr. Wu was an independent non-executive director of First China Financial Holdings Limited (listed on the GEM Board of The Stock Exchange of Hong Kong Limited) until 12 November 2008. He is currently an independent non-executive director of SW Kingsway Capital Holdings Limited, Shenzhen Investment Limited and First Mobile Group Holdings Limited (all listed on the Main Board of The Stock Exchange of Hong Kong Limited).

 
Management Committee
 
A Management Committee was established in August 2000. Its initial role was to implement the Certification Authority operations in an organization structure within Tradelink, and then transfer the operations into Digi-Sign upon its formation as an entity separate from Tradelink.

The Committee continues in its role to oversee preparation and the assessment that forms part of the process to gain recognition under Part VII of the Electronic Transactions Ordinance (Cap. 553), the Laws of the Hong Kong SAR.
